Defo a bug! perform some diplomatic action like improving relations and then it will let u do things to them. i broke an alliance with another country (was at my max) then i could form another alliance.

I had to restart the game to make it go away. but it didn't say 'you have too many alliances'. Usually goes away after a few months to a year. Its popularity is 8. kept saying 'you have to wait a day'. So unless you would not meet the requirements, woulds say there should be no issue. kept saying 'you have to wait a day'. i broke an alliance with another country (was at my max) then i could form another alliance. Was unable to request alliances from anyone due to "you must wait a day before another alliance request."

It also may be a mod issue if you are running any. I'm having this problem as well but I am unable to make any alliances at all. But the good news is restarting the game is all it takes, even with a bugged save file.
Same bug -- very annoying. Well it doesnt happen particularly often, ive had it twice in about 1800hrs. is this a bug?? I get the wait a day thing when I have already offered another Alliance for example, but then the next day all is well. Two years and a half after the original post above, I can confirm that Paradox completely ignored it.

Anyway only waiting time from an diplomatic actions gives a month that you can't send a new diplomat. I'd look at the Paradox bug forum and see if anyone else has the same issue.
